- Examine the major railroad corridors that crisscross the urbanized area;

- Develop a realistic long-range plan to mitigate existing and anticipated problems caused by train traffic within the community; and  

- Identify a series of independently useable projects that local officials and the MPO can incrementally pursue over the next 5 to 20 years as funding is secured.
